Opportunity Overview

First Greater Western Limited, trading as Great Western Railway (GWR), is inviting suitably qualified and experienced contractors to tender for inclusion in a new Framework Agreement covering a range of construction and infrastructure works across GWR’s estate, including stations, depots, and operational facilities.

The framework will be divided into the following lots:

  • Lot 1 – Minor Works: Projects up to £300,000, consisting primarily of lower-value, higher-volume works such as general building repairs, refurbishments, and maintenance activities across the GWR estate.

  • Lot 2 – Stations Major Works: Projects between £300,000 and £3,000,000+ including major station upgrades, refurbishments, and new build schemes.

  • Lot 3 – Depot Works: Projects between £300,000 and £3,000,000+ covering building, infrastructure, and specialist improvements at depot sites.

The framework will operate for three years with an optional one-year extension (3 + 1 years) and will be established as an open framework, allowing supplier refresh during the term.

Successful suppliers will be appointed to the framework and invited to compete for individual projects through mini-competitions. Each call-off will include a defined scope, pricing schedule, and evaluation criteria. Weightings for Technical and Commercial elements will vary depending on project complexity, typically within the range of 10% – 90% for each.

All call-off contracts will be underpinned by the appropriate JCT contract form, including JCT Minor Works, Intermediate with Contractor’s Design, or Design & Build, as applicable.

This framework provides a flexible, transparent, and competitive route to market for GWR’s construction and infrastructure works, supporting continued investment in operational and passenger facilities.
